The sump pump was sticking out about a foot from the floor. Are sumps required to be flush to the ground or does it not matter?

That looks like a sewage pit missing its vent…
The pump is in the hole, perhaps in the bottom of it. Did you check the inside for pump placement? That is the hole liner that is sticking out: not the pump. :roll:
