Many cultures believe that clouds represent the souls of the dead, revisiting the living.
I knew an art teacher, daughter of an Israeli Rabbi, that lived at the Chelsea in NYC. She often spoke of the clouds and passing souls.

I actually seen a documentary that included that picture of the steel beam in New York City and it had said that a very good many of the people that were in that shot were from Newfoundland and Eastern Canada.
