Banning gas stoves is a distinct difference from banning gas hook ups. A consumer who wanted to install a gas stove in a city that banned gas hook ups could simply connect to propane with the proper orifice.

I am sure there is. I am not sure where that begins and ends, but the made it pretty clear they could ban them if they wanted to. Even under false pretenses.
