Tile floor

I inspected an 8 month old town house (it has never been occupied) and in the kitchen area quite a few tiles sounded hollow . Doesn’t this indicate that the tiles aren’t adhered well to the concrete sub floor.

Typically, yes.

If you stand on the tile and tap it, and you feel the vibration from the tapping, the tile is probably "loose".

You can have 'air pockets' under tiles, and if these are not interfering with the overall tile bond (depends on how large the 'air pocket' is), then no. This is addressed in the MIA (Marble Institute of America) and TCA (Tile Council of America) standards.
