Tinned Copper Wire?

I would say it is aluminum , check the grounds on the right

I see copper color at the bends in the grounds. Very strange, as I can only find solid tinned copper for bare conductors.

The ends are probably tinned to prevent corrosion or the home is close to the coast. Sometimes they tin the wiring to prevent any corrosion from chemicals stored in the garage.

Look closely at neutrals and the ground bus (Aluminum )

Can’t tell by the panel photo, but the initial photo is soldering.

I do not agree.

I put the photo in Photoshop and blew it up, I do not think it has been tinned, none of the wires show any sign of heat typical of a soldering iron. Amazing not more ground wires are not showing in the picture. I did not think Aluminum wire was still available for branch circuits, nor would think an inspector would pass it.
