That is not tongue and groove. The tongues are on both sides and used for hidden fastener systems. They just didn’t use the spendy Trex trim boards to hide the edges and cover the wood framing. They could have special ordered the stair treads as well which have a solid edge. But not having a finished looked doesn’t cause any premature failure.

I always used solid edge material on stairs so you don’t see the groove and used a router to create the groove.
They sell a bit just for that.
