If it was in your apartment, and with a little knowhow, you could listen to everyone’s phone calls. Allegedly.

Funny thing is for it’s day that was probably amazing technology. A few years prior there would have been a live operator plugging things in and out.

Did you test for any kind of energy present? AC? DC? Low Voltage? If none, my recommended action would be to hire further evaluation from a Master Electrician to determine the need of keeping this “thing” in place or clean up (declutter) the installation to allow for easier future troubleshooting.
Most electricians have little or no training with communications wiring. Telling someone to get an electrician to look at it wouldn’t be appropriate.
