Unprotected non-metallic sheathed wiring for food disposal

I understand that the correct way of wiring under-sink food disposals is to use either armored (BX) cable from a junction box to the unit under the sink, or to have an outlet under the sink with a flexible appliance cable and plug on the unit, plugged into the outlet. I see many houses with non-metallic sheathed (Romex) wire run from a hole in the wall or a junction or switch box to the unit. Do you call out such an arrangement as in need of correction?

Maybe yes maybe no, AC (BX) under the sink is often run in a way that violates the code too.
