Vent in enclosure

The lower pipe is not a concern it’s not attacked anything however the upper one that you can just barely see is attached to the water heater. I’ve never seen anything like this is this an approved location for a vent?

You have a picture of the water heater? Model?

Intake or exhaust?

The upper plastic vent is charred at the top.

I’m curious what your comment is about this condition. You were there. Is that a power vented water heater, taking combustion air from the room where it’s located? Are these vents located outside the home, not in a garage or other enclosure? Does that wood box have a top on it or other restriction on the top?
