From a residential and commercial pool contractor with 38 years experience and that sat on the ASTM committee that wrote the standard for the SVRS (suction vacuum relief system) vent lines { ME }.

it is NOT a pool drain vent line.

To prevent suction vacuum, isn’t that why there are two drain components with PVC connecting the two ??

Yes. Before the current version of APSP/ANSI 7 (Suction entrapment avoidance) it was required by Florida and many other areas that there be an additional “layer” of protection beyond having dual main drains. Vent lines were one such “layer”. The current version of APSP/ANSI 7, if properly implemented removes the need for a vent line in dual drain configurations.
