IFGC for calculating combustion air for gas-burning appliances:

  1. GO HERE;
  2. Click the link ONLINE BUILDING CODES (not the photo);
  3. Choose your state;
  4. Choose the Fuel Gas Code, 2015;
  5. Go to Section 304 (IFGC) Combustion, Ventilation, and Dilution Air;
  6. Scroll down to 304.5.1 Standard Method

The second plumber out reconnected the water heater gas supply and everyone carried on with their lives. It sounds like the utility guy was just ignorant to requirements, probably a new guy? Problem is solved and everyone is happy.

Ha, Ha You know those cars in the garage will be hard to start if there’s no combustion air!
