water heater venting...another newbie question...

Does the vent pipe need to be capped on a water heater vent pipe when it vents through the roof ?


Is it a regional thing ?


I am in Texas, and thought the water heater vent pipe had to be capped.


To be more specific, there are two 40 gallon water heaters plumbed in "series" in the attic.

Yes, the vent stack needs to be terminated with an approved cap.
