That wasn't quite the reply I was looking for.
Misc. does say discuss whatever you want, and a water heater really is part of the plumbing section of an Inspection.

Had never seen this Toyotomi and was looking for imput

In some inspection reports, the water heater is in the heating section due to the fact that many systems are run off the furnace. Hey Chris, we need a plumbing section added!! No problem for the master.
