Wet blown cellulose

at rim/band joist. This is at a 1 year old home.

I know an adhesive binder is created when water is added as it’s blown into the cavity. But does this provide a very good air barrier, or moisture barrier?

Would anyone recommend covering with faced fiberglass batts or other type of moisture barrier?

Scrap off the access that is not required and apply a kraft faced batt insulation inbetween the joist.
