What are these insulatots for

I have never seen anything like this on an electrical mast. It is not my opinion that something’s wrong I just want to know what these are for. Is this how they used to route the wiring to the home? This house is from the 1950s if it matters

BTW, the drop running over the roof should have 3 ft or more clearance, normally.

Good point. I find it interesting that it appears they added the background mast to clear the roof of the out-building. And then recreated the same clearance problem.

Looks like they added the new mast and swung over the drop to it. The whole thing is a mess. Just look at how they installed the new flashing boot on the new mast.
