This is a common rule of thumb within the Home Inspection Industry. Any cold air hitting the supply air plenum will reduce the temperature significantly. Cold air must be separated from the unit and the only way to achieve this is to have it inside the envelope or very well insulated
If you did not do this you would need the back up GAS or electric to make up even more difference thus defeating the purpose of efficiency.
