Need help from you plumbing Gurus. This appears to be over a sewer. Is it for use by city workers or what. Anyone seen this before? “Zabel” is manufacturer of lid.

Where is it located in the yard? Is the house on septic or public? Was there an alarm inside the house for a lift pump possibly?
