The coupling appears to be a standard female cam-lock coupler. Farmers use cam-lock connections quite extensively in their irrigation systems. I actually have several in my shed. The vertical section of pipe looks like it in incase in concrete for mechanical protection.

Yeah, that looks like a female cam-lok. Fill would be from a male stinger. End of chain should be a male dust plug. Plug is inserted and ring tabs are pulled back to lok.
Most likely a cistern fill point
