What's this thin wall black 4" pipe?

Does it really matter? It needs repair, regardless the material!

If the material were, say, schedule 80 PVC I could say the line needs “clearing”.
If the material were, say, orangeburg pipe, I could say with confidence that it’s dead and probably not even a candidate for trenchless replacement.
What I’ve got is somewhere in between.

I will write this hard in terms of the need. Don’t worry about that. This particular drain in this particular place threatens the home. I’ll probably go beyond, and say that all the drainage eggs in one basket is unwise for this home, and that my recommendation is two clear paths to the storm drain, with an visible overflow so that if something clogs again, it does not yet again undermine the patio/stairs/retaining wall.

There’s a sewer in the same area: that needs camera inspecting as well (cast iron is great stuff, but not so great for shifting soils).

If you had more pictures of the area where you found it it would make it a lot easier to determine what it is for. That picture doesn’t say anything.

It’s for storm drainage.
There was literally nothing else visible.
