Question:

Outside wall has 200 amp disconnect. Inside garage is the main breaker panel, fed by the 200 amp disconnect.

When is it required to bond the neutral leg to the panel?

The neutrals and equipment grounds are bonded only at the service disconnect, the 200 amp outside in this case. Thereafter the neutrals are not bonded (“floating”). The neutrals and equipment grounds are seperated onto different terminal bars, with the enclosure bonded with the equipment grounds. There are some exceptions for detached outbuildings.
