I have an older GE breaker with the white stuff on it that has been discussed on here before. I scraped it off and found a phillips screw head underneath, must be a tamper proof/indication thing.

Well that breaker is now junk.
What you found was the calibration screw used during the manufacturing process.
All small molded case breakers have a spot on them for this screw, many manufacturers use black for this so they are not as obvious.
