I was wondering:

WHO can change/fix toilets, faucets, etc...??

Do licensed plumbers NEED to fix them, or can the average handyman do it legally?

All help/thoughts are appreciated..

And do permits need to be pulled????

have to pull a permit to stop leaks or clear stoppages, unless you alter or replace piping. And you do not require a permit to replace a fixture with a similar fixture in the same location.

thats what I was looking for icon_smile.gif Because I"ve gotten a few calls to replace fixtures (not install, but replace) them. Also, is it BY THE CITY, that a licensed plumber needs to install it, or can Joe Blow do it?

In your report ALWAYS recommend a licensed pro CYA!

Todd is correct. I always refer the highest authority when I give recommendations.

Occasionally, I will "recommend repairs and/or replacement as necessary" - for minor things like sticky door knobs, window screens and such.

The important things (IMHO) are;

(1) do NOT assign responsibility
(2) consider safety when making recommendations
(3) keep in mind local regulations with regard to necessary permits
(4) report it and/or defer it so that you don't have to buy it ![icon_biggrin.gif](upload://iKNGSw3qcRIEmXySa8gItY6Gczg.gif)
