Why is the roof vent tilted

Why is the roof vent tilted? It was obviously designed this way, right? Is this cause for concern?

It’s a gored fitting so that you can level the cap.

That type of fitting rotates to accommodate different angles.
But that movable fitting is not as durable or watertight as a straight pipe, and
the bend is more often handled in the attic, with straight pipe up to the roof.
Any angle difference is taken up by the roof jack.

But the cap is not level. It’s crooked.

Bad begets bad. It’s likely an indication the person doing the work neither cared nor knew how to do it professionally. Check all elements of this pipe carefully, there may be worse hidden.

If you adjust it (and in general you should not) you’d have to re-caulk.
