I’m guessing it was someones idea of a ‘lever operated valve’ and that the cut off line when to something they used that only needed (or they only wanted) water to for specific reasons, such as a rinse line to / for something? Maybe it went to a floor drain? Was used to prime a bad sump pump? ???
I doubt it was installed for its designed use. The only way to install it there would have been to remove or cut off the sensing probe.
