Why is this screw there?

Is it a back-fed breaker which I assume it is? A screw or hold-down clamp is required to secure a back-fed breaker for safety reasons. Do you have a picture with the dead front cover removed and/or the circuit labels?

That is the main breaker (backfed) of a 100 A panel turning off the entire dwelling. It is required to be secured by a screw.

The safety reason is that if the back-fed breaker were to accidentally detach while someone was working inside the panel, the “live” back-fed breaker would be flopping around inside the panel.

Can you describe a bit more of what you inspected in relationship to this panel?
Is this a service, sub or auxiliary panel?

Is/was there solar or a power generator?
