Both panel’s have bonding screws at the neutral/ground bar so if the two panels are somehow bonded or connected together the effective grounding path of the second would be through the chassis and then to the GEC in the first. I believe that would be OK but I would like to see the bond.

The bond is often rigid conduit. Here I see Plastic?

Ther service only needs to be bonded at a single point, anywhere from the service point to the service disconnect. Multiple grounding points could cause a parallel neutral.
