Check with your local authorities. “Ground floor” doesn’t mean “grade floor”. 5.0 is allowed only for “grade floor openings”. I found out when building my house that unless the house is on a slab, all the windows must meet the 5.7 rule. A 1st floor window in a home with a crawl space doesn’t meet the definition of “grade floor opening”.

It is defined in the IRC like this: “GRADE FLOOR OPENING. A window or other opening located such that the sill height of the opening is not more than 44 inches (1118 mm) above or below the finished ground level adjacent to the opening.”

Here is the Minnesota work sheet to determine compliance. It doesn’t mention “grade floor” but since Minnesota follows the IRC I’m sure you are correct. Thanks.
