I Don’t see why it has to be as high, Covering the window.
Maybe they didn’t want to buy curtains.

Maybe its the mother in-law’s bedroom.
Or, a golf course/driving range.
Installer had some refer on his lunch break. No cover is needed, but a ladder on both sides…
If that window is being considered as an egress escape, that window well needs to be 36" wide (from window surface to interior of well cavity) to be acceptable. Imagine being a firefighter trying to get through that opening with all their equipment on.

Although not required, window well covers are especially important if the space around the ground level opening is along a walkway or near a children’s play area.

Window well rules.
IRC, Section 310.2, states: ‘Window wells with a vertical depth greater than 44 inches shall be equipped with a permanently affixed ladder or steps usable with the window in the fully open position’.
