Would i be out of line by performing monthly interior inspections?

for some reasonsome tennants dont report when things are broken and or tend to be ruff on certain items,heaters, garbage disposals so and so forth.

I would not consider those inspections. They are property condition reports for an absentee owner. Just my opinion.

Are you a property manager if so I would not inspect the property every month tend to tick off renters you have the right as a landlord as long as it is in the lease agreement

Just because you can doesn’t not mean you should either as many tenants would think of this as Invasion of Privacy.

In many towns you are required to give notice ahead of time unless there is an emergency.
