Like the roof, the siding needs to be taken down to the sheathing/substrate.
There is the obvious bad butt joint in the photo. There is also no starter strip, J-channel or undersill. The top row of siding is missing on all four exposures. It goes on from there. Surprisingly, they used Tyvek. Although, I cannot guarantee that they installed that right.

Probably. There are a variety of electric dryer lint traps with a water base. And a number of homebrew attempts to vent dryer exhaust to the indoors to capture the waste heat.
