Does this metal raceway need a bonding jumper?

I’m curious, how would you go about confirming it is properly bonded though? Would you need to call the city to have the tag removed or can an electrician tell somehow?

The only possible way to confirm if the raceway is properly bonded is to open the cover on the meter enclosure. An electrician could contact the utility company and request that they remove any locks or seals on the meter so that they can inspect it.
