Robert, as far as I’m concerned, the closet is acting as a plenum in your pic… you have a valid reason for concern, I would definitely note it in the report! but remember, asbestos is only a concern when it’s flying around in friable form. Unless it is being manipulated mechanically, it is usually a stable, safe material to be around.

Right, thank you for all the replies. The main boiler/chiller is down so the unit will need to be serviced by an HVAC technician when the boiler is running. Thanks again!
