Damn, rough household!!
The yellow handle is a mixing valve. Wewbstone 1/2"
Lots going on.
Spray foam shows the cabinetry or/and the plumbing, for the bathroom because that is all I have to see so far, was install by am armature.
1: Poor bathroom sink portable water supply piping orientation.
2: Poor bathroom sink portable water supply piping & fixture support.
3: Suspect: Wrong DWV venting if indeed the top white plastic thingamabob is a AVV.
Any more plumb images?
One advantage of a mixing valve is to keep the water heater at or above 140 degrees, this is hot enough to keep bacteria {like Legionnaires Disease) from growing in the tank. Then the mixing vale is used to temper the water back below 120. Also your hot water will last longer (say 2 or more showers running at the same time).
For clarity Code also requires a mixing valve to be installed at the source of hot water, the water heater.
Reference Florida Building Code Residential 2724.1 Temperature actuated mixing valves.
Temperature-actuated mixing valves, which are installed to reduce water temperatures to defined limits, shall comply with ASSE 1017. Such valves shall be installed at the hot water source.
Also in the Florida Building Code Plumbing 607.1.1 Temperature limiting means.
A thermostat control for a water heater shall not serve as the temperature limiting means for the purposes of complying with the requirements of this code for maximum allowable hot or tempered water delivery temperature at fixtures.
607.1.2 Tempered water temperature control.
Tempered water shall be supplied through a water temperature limiting device that conforms to ASSE 1070 and shall limit the tempered water to a maximum of 110ºF (43ºC). This provision shall not supersede the requirement for protective shower valves in accordance with Section 412.3.
The Florida Codes are derived from the IRC and other International Codes, but are adopted for this State. Check your State/locality for applicable Codes.
