The same 60% hole applies on the engineered I beam and the wall they should have drilled multiple holes instead of the 1 Gigantic no top plate left hole.

Ok found my answer in another post - The large holes are allowed in the webbing, but what sloppy work.
So here is the revised question - I know that the top plate is not suppose to be drilled out more than 60% - however is there an exception when the metal plates are on either side?

Attached is a table you can use.
That does not appear to be a load bearing wall, so I would not be too concerned.
Same here.
Metal plates are for protection from errant sheetrock screws.
