Appraisers are EXEMPT from the Kansas Hi law as they are in MOST states that license HI’s. Under these new guidelines, the appraisers seem to be doing more picture taking and defect ID’s than before / Combine that with more foreclosures (no utilities on) and 1 more reason to NOT call a HI.
