Found something I have not seen previously; When I inspected the attic on this 2004 build 2 story house, I found a section with vapor barrier only, no drywall above the bulkhead. There is also LED light junction boxes under this vapor barrier. Anyone seen this before?
I don’t understand what your photos are showing, but my short answer is, I’ve never seen plastic used like that. With the penetrations, it is a poor vapor barrier. It kinda looks like a cheap and quick floor to hold the insulation. It will retard air movement…a little…but not much.

If I’m understanding your description correctly, they likely applied the vapor barrier to the entire ceiling before framing the bulkhead. There might be another vapor barrier applied around the exterior of the bulkhead.
What exactly is below the plastic vapor barrier?

Looks like a creative way to gain the separation from the recessed lighting fixtures and the insulation.
