Non relabeled ungrounded conductor

I just opened a 1992 panel and one of the 30amp 240v circuits is using the black and white wire. No biggie with some black tape, this one was not relabeled and is white all the way out of the panel.

Was this ever ok? This panel is old for around my area and doesn’t appear to have had other hands in it.

Older versions of the code allowed this. It was changed due to a lack of education of people without qualifications not understanding what they were looking at. Too many thought all whites were neutrals.

Ok, thanks. I sorta figured as much since this panel doesn’t look like a wire has moved since 1992.

Thanks. So in 1999 or at least on that code cycle they started requiring ungrounded conductors to be re-labeled.

That makes sense as I feel like I’m the first guy to have that panel off since the home was built. The original owner built the home in 1992 and passed away recently.

Yes the use of a white conductor as an ungrounded conductor (hot) within a cable assembly required re-identification starting with the 1999 NEC.
