Common in the northern states, at least it is in MN. Tempering valve installed to eliminate condensation from forming on the WC. Typically see this in older homes.
Toilet tanks "sweat"—that is, build condensation on their outer surface—due to the difference between the cool water in the tank and the warm, humid air outside. Even if the wetness does not bother you, the perspiring tank can drip water do...
