I read in the emergency forum an inspector was measuring the pressure of water coming out of fixtures, is that a basic practice for a inspection, also what about checking the temp on the water coming out of fixtures?

The Inspector is in Texas and our minimal SOP requires a static pressure reading (at least from one fixture) as well as a basic functional flow test at a minimum of two fixtures operated simultaneously.
As for the temperature measurements the minimal SOP is very convoluted and this item is not clear to many but if read closely then yes they should be reading temperature from at least one fixture. However a good Inspector will measure temperature at all accessible fixtures as issues can be missed if they do not.
