Of course, I was using 110-26(A) as the reasoning for my interpretation. As you know, having been an electrician, voltages are commonly checked inside of switches e.g. they are worked live.

Interesting that the NFPA agreed with me that it is up to the AHJ if a disconnect needs the 110.26 workspace.
You can not look at a disconnect and state for a fact that it needs the work space, the only way to know is from the AHJ for that area.
That is a fact and anyone that is willing to read the the code section and Joe's own letter from the NFPA can see that.
