It is apparent that the original receptacle, which was probably a GFCI type was replaced with the present one.

Whenever a receptacle is replaced (in locations where they are required to be GFCI protected) they are required to be replaced with a GFCI receptacle, or GFCI circuit breaker protecting that circuit.

Reference available upon request.

I too have a major problem with the exposed terminals in the picture.

I believe that electrical questions and images that are posted in this area should be carefully reviewed!

I'm not so sure ... they could have just used the wrong cover plate when the receptacle was installed.
