Thanks Marc! I was of understanding that the paper side of the insulation always faced to the “warm” or internal side of the envelope of the structure. May be different in other areas.
That is correct according to all the information I found before answering the question. I was going to answer fire hazard but changed my mind after a little research. The kraft facing in the rafters is supposed to face the warm attic, not the other way around.

I feel it really shouldn’t be up on the sheathing like that. It will not allow proper airflow which could end up being a moldy situation.
This was the “Bee Shack”, about 250 ft from the house. It was crazy.
The whole property was crazy!
