Wrong to not flip breakers?

I had an inspection today where I didn’t flip the breakers to turn on the power and just noted it in the report.

Was this wrong? Should I have flipped the breakers?

Never flip on OFF or TRIPPED breakers. Note their status and location number in your report.

Never turn on utilities, unless you want to invest a lot of your money into that house. That’s the owner’s/listing agent’s responsibility. If any are tripped, recommend full inspection by an electrician. Otherwise, disclaim and advise reinspection after all circuits are live.

It could be off for a safety reason, if you cant determine 100% its safe to turn on, you should leave it off. There are times I’ve turned them on always with extreme caution. If you cant determines its safe, better just note it.
