Everything mentioned there sounds good. Any photo’s of the new installation?

Agreed. The service entrance cable clearly looks undersized for 200-amps. If there is no over-current protection upstream, then the you have an over-fused main panel that is a fire hazard. The HI should have caught that IMO. For what it is worth, the plumber and handyman noticed something was not right, but did not state the issue clearly either.
Sounds like your focus is being cheap.
That with home repair or work can end up being very expensive.
I make decisions based on price/affordability daily. And, I see ridiculous quotes or bids regularly. He may have made a very educated decision because it is obvious he has at least 2 or more bids. Give good folks some credit.
