3 vs 4 wire feed to garage

1940 home, this one subpanel is on a detached garage that has an attached (newer) ADU. This panel appears to be the main detached structure’s subpanel with 2 other subs on this same structure. 4 wire feed from main home panel (there was another panel on the main home that wasn’t accessible.)

So this setup would be really bass-ackwards and incorrect, right? The neutrals are attached to a bus that I would expect the EGC’s and GEC to be attached to, to bond the enclosure… and the GEC and EGC’s are attached to a bus that I would expect the neutral(s) to be attached to, to isolate the neutrals from the grounding system in a 4 wire fed subpanel. The two other subs on this detached structure have the neutrals and grounds bonded.

I have pics of all the other panels if you need them. I only included a picture for this one main subpanel for the detached garage/ADU because it does not appear to be wired correctly and if it isn’t, I’m completely comfortable in referring it out to a sparky for a full evaluation of the entire system.
