Correct.

Many jurisdictions in Florida began requiring a UFER (concrete encased) grounding electrode in conjunction with earth rod electrodes in the early to mid 90’s and all were forced require them beginning on March 1st 2002.
Rod electrodes shall be flush with or below ground level except where the above ground end of the grounding electrode conductor attachment are protected from physical damage
