If that’s a 10/12 roof the IFGC says 2.5’ to 3.25’ height for cat 1 appliance. If you aren’t sure contact your local HVAC contractor.
No. A “B” vent is not a chimney.
IRC Section G2427.6.3 (503.6.4) Gas vent termination
Gas vents that are 12 inches (305 mm) or less in size and located not less than 8 feet (2438 mm) from a vertical wall or similar obstruction shall terminate above the roof in accordance with Figure G2427.6.3.
Contact a professional plumbing HVAC licensed contractor if this doesn’t help. Codes vary all over the country.
