I have a question about the new SB 721 Deck Inspection law in CA. Does the Certified Deck inspection course through InterNACHI qualify for these additional inspections? If not will InterNACHI be working on a course that can qualify me? I’m an inspector in nor cal and starting to get a lot of inquiries about this as it comes on line in 2025.
MD has something similar. Originally passed about 2014 I received an inquiry from a landlord who sent me the letter they received. It indicated a need to be done by a licensed engineer or architect or a property maintenance supervisor.
Last year Baltimore County has added it to their rental inspections (done by HIs) for the most part I just mark it N/A. It only applies to 2-6 apartment unit wood balcony railings. All the converted apartments (now condos) I do have wrought iron balcony railings. Just another useless law.

The Maryland livability code is another joke that merely references the IBC in a vague sort of way. The end result is 200 lbs. in any direction, but the instructions verbally given me by Baltimore County Enforcement was, “…use your best judgement.”
