A properly assembled B vent requires no tape. A question needs to asked why is it there?

I agree, but is there a code, or rule that allows or prohibits the tape

I doubt it’s a listed material for flue pipe in the fuel gas code book. I see these on HVAC ducts but never flue pipe.

Looks like it’s installed on an elbow seam or joint. Is this fitting broken?

Welcome back Larry. A quick reference from the manufacturers installation instructions may also reveal the use of tape.
