Looks like it may be a hard wired one, possibly tied into an home alarm system.

It looks like a heat detector that is different than a smoke detector. Kitchens are often ideal for heat detectors because cooking food may result in smoke that could cause a false alarm. Heat sensors are considered property-safety devices, not life-safety devices. Only true smoke detectors are considered life-safety and fire-safety devices. I see them in condos quite a bit in addition to smoke detectors, and in attics and garages.
